Sentencing Reform in Overcrowded Times

Autor: Michael Tonry , Kathleen Hatlestad

Número de Páginas: 305

Sentencing and corrections issues are much the same in every Western country and increasingly efforts are being made to import policies and practices that have succeeded elsewhere. This volume brings together articles on sentencing reform in the United States, other English-speaking countries (Australia, Canada, England, Wales, New Zealand, South Africa), and Western Europe, by leading national and international authorities on sentencing policy, practices, and institutions. Short, timely, and readable, the articles originally appeared in the journal Overcrowded Times. Together, they fill a major gap in the academic and policy literatures and will be essential reading for students, scholars, and practitioners in the field.

Redefining Urban and Suburban America

Autor: Alan Berube , Bruce Katz , Robert E. Lang

Número de Páginas: 361

Results from Census 2000 continue to reveal the striking changes taking place in the nation's cities and suburbs during the 1990s. Thanks to a decade of strong economic growth, concentrated poverty in inner cities declined dramatically, homeownership rose among young minority households, and workers from abroad settled in growing metropolitan areas that had experienced little immigration to date. This second volume in the Redefining Urban and Suburban America series makes clear, however, that regional differences add texture to these broader social and economic trends. Using data from the Census "long form," the contributors to this book probe migration, income and poverty, and housing trends in the nation's largest cities and metropolitan areas. Economically, the fast-growing Sunbelt and the Midwest performed well in the 1990s, enjoying declining poverty rates, rising homeownership, and the evolution of a solid middle-class population. Cities like San Antonio, Chicago, Houston, and Columbus saw stunning declines in high-poverty neighborhoods. The story was more mixed in the coastal areas of the Northeast and West, where poverty rates rose in cities such as Boston, New York,...

War and Progress

Autor: Peter Dewey

Número de Páginas: 421

This is an account of how the daily lives of ordinary peoples were changed, profoundly and permanently, by these three momentous decades 1914-1945. Often depicted in negative terms Peter Dewey finds a much more positive pattern in the wealth of evidence he lays before us. His is a story of economic achievement, and the emergence of a new sense of social community in the nation, rather than a saga of disenchantment and decline.

The current strategy for the prison estate in England and Wales has provided good quality accommodation, suitable for decades to come for prisoners with a wide range of security categorizations. The strategy is also a significant improvement in value for money over the short-term and reactive approaches of the early and middle 2000s. However, the strategy has resulted in the closure of several prisons that were performing well, and their performance has not yet been matched by new establishments. Some prisoners still routinely share cells, some of them in overcrowded conditions. The strategy understandably focuses on cost reduction and, by 2015-16, it will have resulted in total savings of £211 million, with further savings accruing at a rate of £70 million a year thereafter. However, decision-making has sometimes traded good quality and performance for greater savings. The Ministry of Justice and NOMS use good forecasts of prisoner numbers and have good contingency plans to help them implement changes to the estate, for example responding effectively to an unexpected spike in prisoner numbers after the riots in 2011. NOMS could free up more spare capacity if prisoners serving...

Autor: Jay S. Siegel , Yao-ting Wu

Número de Páginas: 289

Each review within the volume critically surveys one aspect of that topic and places it within the context of the volume as a whole. The most significant developments of the last 5 to 10 years are presented using selected examples to illustrate the principles discussed. The coverage is not intended to be an exhaustive summary of the field or include large quantities of data, but should rather be conceptual, concentrating on the methodological thinking that will allow the non-specialist reader to understand the information presented. Contributions also offer an outlook on potential future developments in the field.

Social Progress in Britain

Autor: Anthony F. Heath , Elizabeth Garratt , Ridhi Kashyap , Yaojun Li , Lindsay Richards

Número de Páginas: 333

In his landmark 1942 report on social insurance Sir William Beveridge talked about the 'five giants on the road to reconstruction' -- the giants of Want, Disease, Ignorance, Squalor, and Idleness. Social Progress in Britain investigates how much progress Britain has made in tackling the challenges of material deprivation, ill-health, educational standards, lack of housing, and unemployment in the decades since Beveridge wrote. It also asks how progress in Britain compares with that of peer countries -- Canada, France, Germany, Italy, Japan, Sweden and the USA. Has Britain been slipping behind? What has been the impact of the increased economic inequality which Britain experienced in the 1980s -- has rising economic inequality been mirrored by increasing inequalities in other areas of life too? Have there been increasing inequalities of opportunity between social classes, men and women, and different ethnic groups? And what have been the implications for Britain's sense of social cohesion?

The Death and Life of Great American Cities

Autor: Jane Jacobs

Número de Páginas: 306

In this classic text, Jane Jacobs set out to produce an attack on current city planning and rebuilding and to introduce new principles by which these should be governed. The result is one of the most stimulating books on cities ever written. Throughout the post-war period, planners temperamentally unsympathetic to cities have been let loose on our urban environment. Inspired by the ideals of the Garden City or Le Corbusier's Radiant City, they have dreamt up ambitious projects based on self-contained neighbourhoods, super-blocks, rigid 'scientific' plans and endless acres of grass. Yet they seldom stop to look at what actually works on the ground. The real vitality of cities, argues Jacobs, lies in their diversity, architectural variety, teeming street life and human scale. It is only when we appreciate such fundamental realities that we can hope to create cities that are safe, interesting and economically viable, as well as places that people want to live in. 'Perhaps the most influential single work in the history of town planning... Jacobs has a powerful sense of narrative, a lively wit, a talent for surprise and the ability to touch the emotions as well as the mind' New York...

Who Owns Appalachia?

Autor: Appalachian Land Ownership Task Force

Número de Páginas: 277

Long viewed as a problem in other countries, the ownership of land and resources is becoming an issue of mounting concern in the United States. Nowhere has it surfaced more dramatically than in the southern Appalachians where the exploitation of timber and mineral resources has been recently aggravated by the ravages of strip-mining and flash floods. This landmark study of the mountain region documents for the first time the full scale and extent of the ownership and control of the region's land and resources and shows in a compelling, yet non-polemical fashion the relationship between this control and conditions affecting the lives of the region's people. Begun in 1978 and extending through 1980, this survey of land ownership is notable for the magnitude of its coverage. It embraces six states of the southern Appalachian region—Virginia, West Virginia, Kentucky, Tennessee, North Carolina, and Alabama. From these states the research team selected 80 counties, and within those counties field workers documented the ownership of over 55,000 parcels of property, totaling over 20 million acres of land and mineral rights. The survey is equally significant for its systematic...

Housing Urban America

Autor: E. Jay Howenstine

Número de Páginas: 688

Life, liberty, and the pursuit of housing: an increasingly difficult quest in the contemporary urban United States, where crime, urban blight, and continuing capital decay undercut the advantages of city living. The American dream has moved to the suburbs; the nightmare of our cities prompts new recognition both in the president's cabinet and the college curriculum. The editors of this book have updated their acclaimed earlier collection, providing new introductory articles; new papers, such as, Discrimination in Housing Prices and Mortgage Lending, ASummary Report of Current Findings from the Experimental Housing Allowance Program, Alternative Mortgage Designs and Their Effectiveness in Eliminating Demand and Supply Effects on Inflation; and a new bibliography of the literature.Additional chapters focus on differing strategies for improved urban housing and renewal by providing concrete suggestions for distributing existing resources and allocating new funding. The bibliography provides the best single guide to the current literature on housing. Housing Urban America, in this new edition, is an important guide to those students and scholars fascinated by the essential questions of ...

Encyclopedia of Community Corrections

Autor: Shannon M. Barton-bellessa

Número de Páginas: 871

In response to recognition in the late 1960s and early 1970s that traditional incarceration was not working, alternatives to standard prison settings were sought and developed. One of those alternatives—community-based corrections—had been conceived in the 1950s as a system that might prove more progressive, humane, and effective, particularly with people who had committed less serious criminal offenses and for whom incarceration, with constant exposure to serious offenders and career criminals, might prove more damaging than rehabilitative. The alternative of community corrections has evolved to become a substantial part of the criminal justice and correctional system, spurred in recent years not so much by a progressive, humane philosophy as by dramatically increasing prison populations, court orders to "fix" overextended prison settings, and an economic search for cost savings. Although community correction programs have been in place for some 40 years now, to date no comprehensive reference resource has tackled this topic. Accessible and jargon-free and available in both print and electronic formats, the one-volume Encyclopedia of Community Corrections will explore all...
